The 1094/1095 upload may be rejected if certain values in the file do not match the values in the IRS database. If you get a rejection, start by identifying the rejection error message in section B, your Transmission Status Details.
Find the XML response message that you received with the “Rejected” status.
Download the XML response message and open it to confirm which Error Message you have received. You will find the most common error messages below.

This error message indicates that you have uploaded the Electronic File (downloaded from SchoolInsight Financials) to the UI ACA Assurance Testing System (AATS) website.
Start by verifying the current status of your TCC code using the instructions at 1095 Transmitter Control Code (TCC) Verification>Verify T/P Indicator.
If your TCC code has T/P Indicator P (so you are ready to officially e-file), please log in to the UI Production System (AIR) website and re-do the upload at the correct location.
If your TCC code has T/P Indicator T (so you need to complete testing), please return to SchoolInsight Financials and download the Communication Test File to upload to the UI ACA Assurance Testing System (AATS) website.
Allow at least two business days for system synchronization after any updates.
MANIFEST-009-01

This error message indicates that you have uploaded the Communication Test File (downloaded from SchoolInsight Financials) to the UI Production System (AIR) website.
Start by verifying the current status of your TCC code using the instructions at 11095 Transmitter Control Code (TCC) Verification>Verify T/P Indicator.
If your TCC code has T/P Indicator P (so you are ready to officially e-file), please return to SchoolInsight Financials and download the Electronic File to upload to UI Production System (AIR).
If your TCC code has T/P Indicator T (so you need to complete testing), please log in to the UI ACA Assurance Testing System (AATS) website and re-do the upload.

Your Transmitter Control Code (TCC) can have two statuses in the IRS database:
- T (Test) indicates that you may upload a test file to the UI ACA Assurance Testing System (AATS) website.
- P (Production) indicates that you upload an official 1094 file to the UI Production System (AIR) website.
The uploaded manifest file contains a field called “FormsTypeCd” which should match your TCC status.
- A Communication Test File downloaded from SchoolInsight Financials has code T.
- An Electronic File downloaded from SchoolInsight Financials has code P.
This error message indicates that code in the file does not match your TCC status in the database.
Start by verifying the current status of your TCC code using the instructions at 1095 Transmitter Control Code (TCC) Verification>Verify T/P Indicator.
If your TCC code has T/P indicator T, download a new Communication Test File from SchoolInsight Financials and upload it to the UI ACA Assurance Testing System (AATS) website.
If your TCC code has T/P indicator P, download a new Electronic File from SchoolInsight Financials and upload it to the UI Production System (AIR) website.
Allow at least two business days for system synchronization after any updates.
If you have confirmed you are an active issuer for proper forms with correct T/P Indicator, and are still getting rejected manifest files, contact the IRS at 866-937-4130. Give the IRS your receipt IDs from your upload attempts. On occasion your TCC needs to be moved from Test “T” to Production “P” by the IRS.

<ns2:ErrorMessageTxt> In the IRS database, the Manifest ‘FormTypeCd’ must be authorized for the ‘TCC’ transmitter transmitting the file.</ns2:ErrorMessageTxt>
This error message indicates the Transmitter Control Code (TCC) used for the file is not authorized for the specific form type (1094/1095-B or 1094/1095-C) in the IRS database.
To verify that your TCC is active and authorized for the correct form type, see 1095 Transmitter Control Code (TCC) Verification. Your ACA code needs:
- The role Issuer
- The status Active
- The forms 1094/1095B and/or 1094/1095C
