Oklahoma schools are required to submit student economically disadvantaged status alongside their lunch program data. In SchoolInsight all students must have lunch program data entered in order to fulfill the reporting requirement. In this article, you will learn what student lunch program choices to select to report student economically disadvantaged status. The article is broken down by student lunch programs. Each section will explain how the economically disadvantaged data is determined for:
Outside of SchoolInsight, schools use the following to determine student economically disadvantaged status:
- Direct Certification
- Free and Reduced Lunch Application (FRLA)
- Income Survey
- Qualifying income levels on the economically disadvantaged forms
Afterwards, school admins fill this information in SchoolInsight under each student’s lunch program.
Free/Reduced Students
Students who qualify for free or reduced meals will automatically be qualified as economically disadvantaged.
For example, a student is qualified through direct certification for free meals. SchoolInsight will submit this student’s data as being economically disadvantaged. This is this student’s lunch program:
All fields (lunch program, effective date, direct certification, and placement reason) have values entered.
Paid Students
The economically disadvantaged status of students who did not qualify for a lunch program is indicated by the “Placement Reason” code you select.

For example, this student is considered economically disadvantaged in spite of not qualifying for a meal program.
Placement reason code FR20 is selected in this case. For proper reporting of the student participation program all fields must have selected values (lunch program, effective date, direct certification, and placement reason). The lunch program in this case should be set to None.
In the example below, the student did not qualify for a lunch program and is not identified as economically disadvantaged. This is indicated by the placement reason code FRNA.
CEP Schools
It is a common misconception that all students qualify for free lunch programs at CEP schools. Instead, CEP Schools determine student lunch program eligibility through direct certification or income surveys, and then enter this data into SchoolInsight. As a result, the choices of placement reason codes will determine the student economically disadvantaged status at CEP schools.
At a CEP school, if a student qualifies for free or reduced meals based on the following placement reasons: FR01, FR02, FR04, FR05, FR07, FR08, FR12, FR13, FR14, FR15, FR16 (full list here), they will be reported as economically disadvantaged.
For example, this student qualified for free meals through direct certification due to SNAP.
Note the placement reason, ”SNAP Only”, is code FR01 to indicate this student qualifies as economically disadvantaged.
Families at CEP Schools cannot fill Free-Reduced Applications; therefore, CEP schools cannot use program placement code FR10 (Identified based on income/household size information submitted on an application).
Students whose lunch status was not determined by any of the valid placement reasons above should be entered with “none” as their lunch program. Their economically disadvantaged status will then be determined by placement reason FRNA or FR20 as explained in the examples below.
This student did not qualify for free or reduced meals, and is not economically disadvantaged.
For this reason, the placement reason is FRNA.
This student did not qualify for free or reduced meals; however, the student is economically disadvantaged as indicated by placement reason FR20.
